You don't have to have all cells with e.g. x=1 appear in a straight line. What if you imagine it to be the three visible faces of a cube, projected into 2D? Then x=1 is a bent line going through the cell one right of the center. Meanwhile x=0 is the entire left face (a parallelogram of hexes). And there is no x < 0.

The goal is to provide a useful labeling system for a hex grid the mapping onto a 3d cube doesn't seem to to provide an easy to use grid labeling.
